ELECTORAL TRANSPARENCY AND TIMELINESS
ELECTORAL TRANSPARENCY AND TIMELINESS
CONTEXT
- Free and fair elections form the backbone of a democratic setup like India.
- Concerns have been raised in recent elections regarding delays and inconsistencies in reporting voter turnout.
- Opposition parties have questioned the credibility and transparency of delayed voter data.
- The Election Commission of India (ECI) is now leveraging technology to address this critical gap.
CONCEPT: NEW TECH-DRIVEN TURNOUT REPORTING SYSTEM
- EC has introduced a real-time, app-based system for updating voter turnout.
- It will be launched before the Bihar Assembly elections later this year.
- Aims to replace the earlier manual, delayed system with near-instantaneous updates.
How it works:
- Presiding Officers (POs) at every polling station will update turnout figures every 2 hours.
- Entries made via ECINET mobile app, replacing previous SMS/phone/manual methods.
- The data is auto-aggregated at the constituency level, enhancing speed and accuracy.
Advantages:
- Significant reduction in time lag (previously 4–5 hours delay).
- Better data accuracy, as it is entered directly by polling officials.
- Data available immediately after polls close, subject to network.
- Works offline and syncs later in areas with poor connectivity.
CURRENT
- Will improve transparency, trust, and public confidence in electoral processes.
- Aligns with Digital India initiatives—boosts tech in governance.
- Could set a template for global best practices in democratic reporting standards.
