NEWS  – The Government of Karnataka has launched a new Special Purpose Vehicle (SPV) called Bengaluru Smart Infrastructure Limited (B-SMILE). The initiative is aimed at implementing high-impact infrastructure projects across Bengaluru.

HIGHLIGHTS

Initial Funding & Ownership Structure

  • Initial Financial Commitment:
    • ₹7,000 crore sanctioned by the State Government.
    • Private investments also allowed to be attracted for future expansion.
  • Ownership Structure:
    • Government of Karnataka: 90% equity stake.
    • Bruhat Bengaluru Mahanagara Palike (BBMP): 10% equity stake.

Governance and Leadership

  • Board Composition:
    • 11-member governing board.
    • Headed by a full-time CEO, who is an IAS officer.
  • Key Members:
    • Mayor of Bengaluru.
    • Commissioners from:
      • Bangalore Development Authority (BDA)
      • Bangalore Water Supply and Sewerage Board (BWSSB)
    • Engineer-in-Chief of BBMP.
    • Three private sector domain experts.

Future Restructuring

  • Post-2024 Plans:
    • After the implementation of the Greater Bengaluru Governance Act, 2024:
      • BBMP is expected to be split into multiple corporations.
      • B-SMILE will handle projects that cut across multiple jurisdictions.
    • Board composition may be revised to accommodate new governance structure.

Key Projects and Responsibilities

  • Immediate Priority:
    • Construction of 40 km of underground tunnel roads to reduce surface traffic congestion.
  • Other Major Initiatives:
    • Development of a comprehensive network of flyovers and underpasses.
    • Construction of new roads along stormwater drain buffer zones.
    • Creation of a 250-meter-high skydeck as a city landmark.
  • These projects are closely linked to the vision of Deputy CM and Bengaluru Development Minister D.K. Shivakumar.

Division of Responsibilities

  • Role of B-SMILE:
    • Solely focused on long-term, large-scale infrastructure development.
    • Strategic planning and execution of mega city projects.
  • Role of BBMP (or successor corporations):
    • Day-to-day urban maintenance tasks such as pothole repairs and minor roadwork.
